After installing and activating the plugin you will find it in the Tools menu of your WordPress Administration panels. You must be at least editor to access it:

Change you own Screen Options as desired. Use all the standard WordPress controls. You can find the Screen Options button in the top right corner of post editing screen.
Setting up Screen Options
Open up the plugin screen from the Tools menu and select your own name from the list and click Clone to change everybody’s Screen Options to your settings you created.

All the editor and administrator level users are listed, any of these can be used as a source for cloning.
Screen Options which you just cloned are stored and applied for every new user.
